Staffing surge is the growth in full-time equivalent (FTE) employment of K-12 public schools and higher education staff compared to the growth in the number of students served in K-12 public schools and public colleges and universities.

By comparing the surge in education employment to employment changes for the state and local government, this report presents the employment priorities of state and local governments in the United States from fiscal year (FY) 1994 to FY 2022.
